We spotted Kanye West in WeHo, California this week taking a stroll while making a call on his cell phone.  Kanye just announced that he will be embarking on a new tour this year.  The Glow in the Dark tour will feature Kanye, N.E.R.D, Rihanna and Lupe Fiasco.  Sounds dope!
